PowerApps is a Platform as a Service. It alwo you to create mobile and tablet type application also you can open them on browsers.
There are two types of apps are build in power apps.
1. Canvas Apps
Canvas App uses connector like SharePoint or other more then 200 connector available
2. Modern Driven Apps
Modren Driven Apps use CDS as source and CDM as data model for building apps. Microsoft Dynamics 365 all Feature are build in Modern Apps.
You can also create Power Portal which is a website which interact out site the organization.
